To qualify, students need to be migrants or refugees in:
- Years 7 to 13.
- The early stages of English language acquisition (Foundation Stage or Stage 1 on the English Language Learning Progressions).
- Schools without an ESOL specialist teacher or without a history of working with the target group of students Y7-13 refugee and migrant students only.
- Schools without easy access to support systems/PLD for ELL's teaching and learning.
